Mining & Extraction

Compliance software for South African mining operations.

Mining is the one South African sector where the Occupational Health and Safety Act is not your primary instrument. Mines fall under the Mine Health and Safety Act, administered by the Department of Mineral Resources and Energy rather than the Department of Employment and Labour — a different regulator, a different inspectorate, and a different set of statutory appointments and registers. Software built around the OHS Act alone will not carry a mine through an MHSA inspection.

Which regime applies

Primary instrument
Mine Health and Safety Act 29 of 1996
Regulator
Department of Mineral Resources and Energy (DMRE)
Why it matters
Mines are regulated separately from general industry. Where the OHS Act applies to surface operations and offices, the MHSA governs the mining operation itself, with its own appointment structure, inspectorate and reporting lines.

What this sector has to prove

Fall-of-ground and stope risk assessment

Fall of ground remains one of the most significant sources of serious injury in South African underground mining. Risk assessments have to be live documents tied to the working place, re-evaluated as the face advances — not annual paperwork. SHEQ24 links each stope inspection to its risk register entry, so the assessment reflects the working place as it actually is.

Statutory inspections and registers

Winder inspections, conveyor belt registers, underground equipment tracking and ventilation records all carry statutory inspection frequencies. SHEQ24 schedules each one, escalates overdue items, and produces the register in the form an inspector expects rather than as a spreadsheet reconstructed after the fact.

Contractor control underground

Mining runs on contractors, and a contractor without a valid medical, induction or competency certificate is a stoppage risk. The contractor portal blocks site access on expired documentation rather than flagging it after entry.

Offline capture at the face

Underground has no connectivity. Inspections, hazard reports and permits are captured offline on a tablet with the GPS coordinates and timestamp recorded at the moment of the action, then synchronised when the device returns to signal — not backdated at the surface.

The modules that carry most of the load here

The full platform is available regardless of sector. These are the modules that do the heaviest lifting in mining & extraction.

Mining & Extraction questions

Does SHEQ24 support the Mine Health and Safety Act, or only the OHS Act?
Both. The platform is built around South African compliance rather than a single Act, so a mining group can run MHSA-governed operations and OHS Act-governed surface or corporate sites in the same system, each with its own appointment structure, registers and reporting.
Will inspections work underground without connectivity?
Yes. The mobile application is offline-first. Inspections, hazard reports and permits are captured and stored encrypted on the device, with GPS coordinates and timestamps recorded at the point of capture. Data synchronises automatically when connectivity is restored, so the record reflects when the work actually happened.
Can we manage multiple shafts or operations in one system?
Yes. Each operation can carry its own risk registers, inspection schedules and compliance calendars, while group-level management retains a consolidated view. Role-based access control ensures site users see only their own operation.

This page describes compliance obligations in general terms to explain what the platform does. It is not legal advice — confirm the current requirements applicable to your operation before relying on them.
