Construction carries the heaviest documentary burden of any South African sector. On top of the OHS Act, the Construction Regulations add a layer of project-specific obligations — health and safety plans, baseline risk assessments, and the appointment of competent persons — and the principal contractor carries responsibility for every mandatory contractor on site. Most of that burden is not the work itself; it is proving the work was done.

- The Construction Regulations sit on top of the general OHS Act duties rather than replacing them. A principal contractor therefore carries both its own duties and an obligation to ensure its mandatory contractors comply.

Health and safety files that survive an audit
A safety file assembled the week before an audit is visibly assembled the week before an audit. SHEQ24 builds the file continuously — appointments, inductions, risk assessments, toolbox talks and inspection records accumulate against the project as they happen, so the file is a by-product of the work rather than a separate exercise.
Section 37.2 mandatory contractor agreements
The principal contractor has to secure written agreements with mandatory contractors and be able to show those contractors are actually compliant. The contractor portal makes suppliers upload their own safety files, competency certificates and Letters of Good Standing before site access is granted, and revokes access when documents lapse.
CIDB grading and vetting records
For public-sector work, CIDB grading has to be current at award and throughout delivery. Grading certificates are tracked alongside the rest of the contractor pack, with expiry alerts, so a lapsed grading is caught before it becomes a procurement problem.
Permits, scaffolding and work at height
Hot work, confined space, work at height and electrical isolation each need authorisation, controls and sign-off recorded against a competent person. Scaffold inspection registers and fall protection planning attach to the structure and the project, not to a clipboard in a site office.
